F10

Can't assign F10 Key in keyboard editor or in custom .keys file. Why. 

Steps: 

Try to assign f10

"That key may not be reassigned."

Try to edit keyboard shortcut file so I can use F10 for my Designated purpose....keyboard file reverts to earlier state.
