When selecting the Roto Brush tool, the layer panel goes black with little blue dots

Footage works fine in AE otherwise. Happens with MP4 and MOV ProRes 422.

When I load the footage into the layer panel and select the Roto Brush tool, it goes black

With an NVIDIA RTX 4000 Ada Generation Laptop GPU 

Issue does not occur in "shipping" version of AE.
