Bridge 13.0.0.562 - Cannot change folder names - not authorized; multiple messages

When I select and change the name of a folder, a message states that I do not have sufficient permissions or it is in use.
That occurs when I attempt to change the name in the folder pane.
When I try the same thing in the content pane, the message appears four times after clicking OK.
