Bridge Stacking Randomly Selects Top of Stack Image

I often shoot a bracketed set of images, and stack those to make sorting through them easier. From there, I will rate them as different star ratings to help me narrow down the best shots.
Since version 13 or 14, when I then filter by star rating, bridge will randomly change which image is the top of the stack. First off, this seems like a bug since it appears random, and why would it be like that? It should stack images based on file numer of time created, not randomly select different images to show as the top image. Or at the very least there should be an option to change how images are ordered in stacks.
Going through each stack to "promote" a different image to the top of the stack takes an unnecessarily long amount of time when this issue never used to exist.
The problem is when bridge randomly selects one of the darker images from the stack, it makes the sorting through my images much more difficult because I can't evaluate them equally when some stacks display brighter or darker images from the stack.
Long story short, please change it so stacks will organize the images in the stack by either file name or time captured, or both. Not random. Random is annoying and makes NO sense!
