Cache not loading (no thumbnails, previews or ratings)

Windows 10

Bridge doesn't seem to load cache when I start it. Once in a while, it will work out of nowhere. The rest of the time, it doesn't load any thumbnails, previews, ratings, or edits.
I've tried clearing all my cache, updating drivers, restarting, reinstalling, and reverting to older versions. Nothing works, except for when it magically does out of nowhere, and then doesn't again
