Custom label shortcut keys don't work on Full Screen Preview

Preset shortcut keys for labels (cmd+6, cmd+7, etc. or just 6, 7, etc.) work fine during Full Screen Preview.

However, if you change them to Custom buttons (with or without modifier), they no longer work during Full Screen Preview. They only work while not in Full Screen.

For example, this does not work in Full Screen Preview (works fine as soon as you exit full screen):

Basically my root problem, though, is that you can't zoom the image in the Preview Panel, only in Full Screen Preview. I wouldn't mind custom shortcuts not working in Full Screen Preview if only it was possible to zoom image in the Preview Panel without entering Full Screen Preview.
