HEIC files are not displayed when the folder they're in contains special characters

HEIC files are not displayed when the name of the folder they're in contains special characters, such as German umlauts (ü,ö), Chinese, Japanese, Korean characters and others. This bug was already reported and acknowledged a year ago and is still present in 16.0.2.23.
