To better investigate the issue, could you please share the following:

Share your Keywords file by following these steps:
1. Click on hamburger menu of Keywords panel
2. Select export and save it.

Share Keywords screen shot from Preferences dialog:
1. Open Preferences from Edit menu
2. Click on Keywords

Please share the sample file/files and screen recording on which you are observing the issue at sharewithbr@adobe.com
