New Window keyboard shortcut not responding

It's still not responding at certain moments. E.g. after closing the final window, the command works (looks black) but the Cmd+N indicator doesn't (looks grayed out). When there's another window already open, the shortcut works, although the Cmd+N indicator itself still looks grayed out.

Kindly check if you are able to see shortcut (CMD+N) next to New window option in file menu.
