No thumbnail or preview for HEIC if filename has "special" characters (non-ASCII?!)

Bridge version: 15.0.0.397
OS: Windows 10 (version 10.0.19045.5011)
System language: US English

Steps:
1. Navigate to a folder with HEIC images displaying thumbnails correctly.
2. Rename a file to contain a "special" character, any of the following will break it:
* ?(fullwidth Question Mark, U+FF1F)
* ü (u-umlaut, U+00FC)
* 5 (fullwidth digit five, U+FF15)
* 中 (Chinese, U+4E2D)
* な (Japanese, U+306A)
* к (Cyrillic, U+043A)
3. Right click on the thumbnail and choose Purge Cache for Selection.

Expected: Thumbnail will be regenerated, previews will display image.

Actual result: Generic placeholder image appears for thumbnail and preview (attached).

Workaround: Rename file to remove special characters, purge cache to get clean images, undo to change filename back to original.
