Photo Downloader Not Working

When I try to use the menu option file > get photos from camera nothing happens. No window pops up, no error. I have to drag and drop photos from my camera to bridge. This issue has persisted through multiple uninstall/reinstalls and a fairly thorough registry cleanse of anything bridge related and two application updates.
