PhotoDownloader will not start from Adobe Bridge 2023 or Win11 desktop.

Was forced to reinstall Adobe Bridge after Windows 11 reinstall. Since install of Adobe Bridge 2023 the PhotoDownloader app will not start. When you plug in a a camera, Windows normally asks what do you want to do and again the link to the PhotoDownloader will not start.
Tried to start the PhotoDownloader directly and get a message saying could not proceed due to MSVCR100.dll was not found (which appears to be a C++ distribution.....and I have installed the additional software as well). BUT it should have been included with Bridge as I downloaded and installed using the Creative Cloud.
This is critical as this app is one of the main reasons I use Bridge/Adobe.
