Smart Collection not saving right "Source"

Whenever I go to create a new "Smart Collection" the "Source- Look in" will not save to "Use Current Folder". It reverts to the current folder I am in when I am creating the smart collection. This has never been an issue until the update that was made on October 20, 2022. Help!
