Character Animator icon not showing up in security/Prefrences/camera

Under security/preferences - camera, Character Animator icon not showing up. Tried uninstall-reinstall and nothing changes. Using a Mac os Monterey.  I'm Stumped. Any thoughts around this? Thanks a bunch!
