Character animator preventing me from using other cameras

@k_oshiro can you be more specific about which settings I should look at? the cameras work just fine as long as CH is not open. Thank you for looking and answering btw, all help is gretly appreciated!

It does indeed look fine with your setup.
It seems to be caused by something else. Sorry I can't help you.
What are your camera settings and other settings in the security on your Windows OS? Do you allow each application to use it?

@k_oshiro My setup is:
Windows 10
64 GB RAM
AMD Ryzen 7
Geforce RTX 3060 (Recently replaced but was working for a few weeks before the issue started)

@k_oshiro Is this helpful? In the camera and mic settings, you'll see a second camera that is not selected. As long as CH is open, I can not use that camera or any camera in any other programs. If I close CH, I can use them in other applications but when i reopen CH, they either stop working or the camera features in Ch are disabled completely.

@k_oshiro I did not have that setting selected before. 

I already use NDI to send my character to OBS. I don't want it to share a camera with another program. Having CH open disables all other camera sources in other programs. If I'm using camera 1 to puppet my character, I can't use camera 2 in OBS.

1) Open the Camera and Microphone tab.
2) Uncheck Pause camera and microphone when application is in background.

Unfortunately, CH does not like to share cameras with other software, regardless of how you have them set up. You can try using webcam software like NDI Tools or OBS to work around this problem.
