Could you try in a private/incognito browser window, or on a different machine if you have access to one, to see if that makes a difference?

Hmm, can you direct me to specific named puppet or project files you're trying to download, or urls to the web pages before trying to download? The puppets and projects I've tried seemed to download OK.
