No scroll option for backgrounds

I can freely choose between all the characters and scroll, but when it comes to backgrounds, the scroll feature has disappeared. I can only view the top 4 backgrounds. This has been occuring for over a week now, and nothing seems to fix it. Only seems a problem on windows laptop, not on my phone.

I took a look at the backgrounds panel on my Windows laptop, and while it is opening a fixed size window, it does show all of the possible options. It might have something to do with the fact that it is a fixed window that cannot be moved or adjusted. Have you tried installing an earlier version of the program to see if the problem still occurs?
