Hmm. I'm not sure the best thing to try next. Internet searches for 0x0000142 do turn up some other diagnostic ideas (compatibility mode, disabling virus scanners, rebooting into safe mode, running as administrator, etc), but that error is unfortunately really low level and can mean a lot of different things.

Depending on how adventurous you're feeling, one thing that might shed some light is to have process monitor (Microsoft tool linked here: https://learn.microsoft.com/en-us/sysinternals/downloads/procmon) running while character animator launches. Filter the logged events by the Character Animator.exe process and maybe the last few entries will give us an idea of what it was trying to do just before it bailed out with that error. My guess is that it will be trying to load a DLL it can't find, but ProcMon would tell us which one it was trying to load which might give us something to go on.

My best guess is that the installer somehow failed to include all the required files, one thing that's probably worth a try would be re-installing it.
