Anchor Point Tab Grayed-out

Hi folks,

Trying to learn acnhor points and have been following a tutorial series that, up until today, has been working out well. Today, however, the anchor point tab is grayed out. Lower layers do have anchor points, and all I want to do is reference those in higher layers.
