Black dots artifacts on bake, tried everything

I've tried all solutions that I believe I found through web search, at my wits end on these black dots. 

My troubleshooting: Checked normals, apply scale, UV unwrap is perfect, no overlapping anything, no duplicate vertices/edges/faces, updated to the latest Nvidia drivers, baked with varying methods (dialation, subsampled anti-aliasing, you name it)

I cant for the life of me get rid of these black dots. Someone please help.
