middle mouse assignment on cintiq pen not working when in paint layer but works in fill.

I'm currently working through parsec to remote into my work PC.  I have a cintiq both on my office and home PC.  I have assigned middle mouse click as one of my pen assignments so I can move my model around.  This works fine when working on a fill layer either as a normal layer or in a mask, however when I am working on a paint layer (layer or mask) the button no longer works.  I can still use my mouse to move around but the pen no longer functions correctly.  If I click back on a fill layer it continues to work correctly.

Have updated wacom drivers (6.4.6-2) on both PCs
Parsec has virtual tablet activated.

Any help would be greatly appriciated.
