I can see from your log that you have two screens, is one of these a display tablet? Does the issue occur regardless on which screen Substance Painter is running?

Would you mind sending me your log, so I may take a deeper look? you'll find it under:

C:\Users\[username]\AppData\Local\Adobe\Adobe Substance 3D Painter

This would be a good start for troubleshooting.

In the meantime, you can try to update your GPU driver if not already done.
