Creative Cloud failing to initialize

Hi there,

I've recently been unable to have Creative Cloud load anymore, I only receive the loading screen with "Initializing" which never progresses past this point. I've tried reinstalling the application using the instructions provided by Adobe and their uninstaller (was unable to uninstall the CC applications I use due to CC being unusable, and Control Panel referring to CC) but I've had no success.

 

I've tried running SFC, checking for updates, reinstalling CC, checking the file system, checking DNS servers, running as Administrator, disabling Antivirus and firewall. Are there any other steps that I could take before doing a Windows reinstall? I'm hesitant to do that as I've had this computer for a while and would like to not have to start over from scratch.

repair and update all visual c++ versions
