CRITICAL: Fix multi-monitor floating panel focus on Windows (macOS parity)

To the Adobe Development Team,

As a professional user relying on Adobe Creative Cloud on Windows 11, the current state of multi-monitor window management is unacceptable and severely disrupts professional workflows.

Unlike the macOS versions of your software, the Windows versions fail to manage floating tool panels on secondary monitors when switching between apps (e.g., from Photoshop to InDesign via the taskbar). If I switch focus to InDesign, the floating panels of Photoshop remain visible on my second monitor, creating a chaotic, overlapping mess. Windows users are forced to either cram everything onto a single screen, manually minimize windows, or rely on paid third-party software (like DisplayFusion) to force basic window management.

We desperately need true application-level focus management on Windows. When an Adobe application gains focus, ALL its floating panels should come to the foreground. When it loses focus, its floating panels should be hidden. Please fix this glaring discrepancy between your Windows and macOS interfaces.
