Issue with Canvas size

When creating a frame around an image by increasing canvas size, no matter which colour I choose, the frame produced is always white? Any suggestions as to how to fix this

    Are you using Photoshop? If so, it uses the background swatch (bottom of the Tools panel), which is white by default.
