Progress is slower than usual. Working on resolving issue... ALWAYS

I'm not sure what the issue is but every single time I go to update any app I inevitably get the "Progress is slower than usual. Working on resolving issue..." and here's the thing, I 100% know it has nothing to do with the internet connection. I'm always updating at the office which is hardwired into a network broadcast facility that has bi-directional 990Mbs speeds just looking right now, so what's the deal with the software? (Working on a Windows 11 Pro PC, updated versions of everything)

typically, restarting your computer would allow a proper uninstall.

By delete i mean frow the photoshop file into the basket. I know it's not standard practice. But Uninstall didn't work as Photoshop was still in the progress of updating. Which was cancelled an hour before. As Photoshop did not respond at all.

by "delete", do you mean you properly uninstalled photoshop per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html ?

Well i had to throw photoshop off my computer. Litterly delete it. As it CC kept saying that the program was being updated. Even after i canceled the update 1 hour ago. I only kept my Presets files. Once removed i asked CC to uninstall. Then a window opened is i was sure or should i Restore CC (This question was asked before, but Photoshop interviend). I restored CC and re-install Photoshop. Now atleast it works. Do i miss my pre settings. But that is a better option then no Photoshop at all.

keep us updated after the reset.  ie, it's unwise to reinstall without further guidance.

I have the same problems. It goes fast till 45% and then it stall and get the message "Progress is slower than usual. Working on resolving issue..." Then the program doesn't want to do anything. If you cancel, you can watch the cancel process all day. I already lost my Photoshop Beta, and this morninng normal Photoshop. I'm going to try Kglad's solution. Otherwise i need to de-install CC. And j=hope i get some programs back.

Sorry what do you mean  in teh foreground please - have the app open?

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
