Photoshop CC 2019 - and I'm sorry/not sorry to say ctrl+J doesn't work, quick selection tool doesn't work, cntrl+d doesn't work, ctrl+0 doesn't work and that's just for starters: get it together Adobe

No, I can't take the credit. I was merely passing along what was given to me. A person, from Spain I think, whose English maybe wasn't as strong as their Spanish, suggested to remove the Startup screen. I tested it and it worked form me, so I thought to pass it along, to help other users and to maybe give the developers another clue as to what might be going on (or wrong).

When I go from Lightroom to edit files as layers in Photoshop CC 20.0.1 release, layers are disabled. This happens only when Lightroom has to open photoshop and only with the latest release.

Now I know why I don't get this problem! I have my own 'home' screen that I switch to immediately after installing a new version of PS.

I had 2 versions of PS on my computer the last 2018 version (thankfully) and the fresh new update 2019. If I made it use 2018, worked fine. If I let it use 2019 had this exact problem. Having it work ok depended upon which version was opened up (by LR or by me directly). For now, I have uninstalled the 2019 update.

Disabling the home screen worked for me.
