Issue with Migration from Classic - Cloud

I did a migration from a Lightroom classic catalog to cloud, and the migration said it was successful without any issues, but none of the files are showing up. Looking at the log, none of the actual files were transferred. None of the photos are showing up in Lightroom Cloud, and it won't let me re-run the migration because it has already been migrated.

If I open Lightroom classic, all of the folders and photos are found, with no issues. I optimized the catalog before migrating.

The catalog and files are stored on an external hard drive.

How do I move forward and get my files onto Lightroom cloud
