Lightroom CC update to version 2.3 results in LUA error and a blank application(with placeholder menu items)

Like the title says..
I have tried to reinstall several times. (Including removing preferences). 
Reverting to 2.2.1 works.

    I have a few questions for you:

    Mac/Windows?
    Version Number of OS?
    Version number of Creative Cloud App? 
    Type of license?(Personal, Corporate, Eductation)

    Can you get me an screenshot of the error message?
