P: Cannot Send Files from Lightroom to Photoshop on Surface Laptop 7 (ARM)

Issue

When I use the "Edit in Photoshop" command from Lightroom, Photoshop launches as expected, but then I receive the following error message:

"Could not open Photoshop"
The file never opens in Photoshop.

My Setup

  • Device: Microsoft Surface Laptop 7th edition (ARM/Snapdragon X Elite)

  • Operating System: Windows 11 Home/Pro ARM64 (latest version)

  • Photoshop: Latest version from Creative Cloud (ARM version)

  • Lightroom: Latest version (cloud version, not Classic)

  • Creative Cloud: Up to date and signed in

What I Have Tried

  • Photoshop and Lightroom are both up to date.

  • Creative Cloud is up to date and I’m properly signed in.

  • I’ve logged out/in, reinstalled the apps, and restarted the computer.

  • I’ve tested exporting images as TIFF/PSD from Lightroom and manually opening them in Photoshop – this works.

  • I've checked that both apps have full file/document access in Windows privacy settings.

  • I’ve tried changing the file format and target path in Lightroom’s external editing preferences.

  • The error occurs regardless of file format (RAW, JPEG, etc.)

Suspected Cause

I suspect this may be related to how Lightroom sends temporary files to Photoshop in the ARM environment – potentially an issue with file encoding, format, or temporary paths that Photoshop ARM cannot process correctly.

What I Need Help With

I would appreciate assistance with:

  • Identifying whether this is a known issue with ARM-based Windows devices

  • Any possible workaround or ETA for a fix

  • Information on what logs I can provide to help with troubleshooting

Ok, please tell me how everyone seems so patient over Adobe's failure to get to grip with the ARMsystem? I upgraded my Surface Pro to cope with the increasing demands of the software, only to find that it doesn't function effectively. 
I cannot use InDesign - only the Beta version.
I cannot use Lightroom Classic
I cannot transfer images seamlessly from Lightroom to edit in Photoshop
The remove tool doesn't function in Photoshop etc etc.
I am paying the same monthly sum to Adobe for programs that will not work on, what is after all, not new technology.
How are they being cut so much slack? Am I the only person fed up of using software with so many glitches?

I was able to replicate your failure. I am checking with the team to see if this is a known issue. Thank you for your patience and for your excellent report!

Anyone else seeing this?  Purchased a Surface Pro 11. Installed both LRC and PS. "Edit in" just brings up PS and no images show up.  Uninstalled, then re-installed in the opposite order, didn't help.

Returned the Surface Pro 11 for this reason - figured maybe it was that LRC was emulated, PS was not?  A week later said, that can't be the problem.  So........ got another Surface Pro 11 (don't judge).

SAME issue.  LRC "Edit In" worked ONCE, then never again.

Same, uninstall/re-install.  Didn't help.

Tried to remove the PS pref. file, still didn't help.

Any ideas?  Want this Surface Pro to work as I love the form factor. (I'm a big Apple person, but hate LR on iPad, and hate that Apple laptops don't have touchscreen).  So, want this thing to work.

Notice what is missing in the system requirements for LrC

 

 

No ARM for Windows listed, just AMD and Intel.

 

As common users your fellow community members have no idea when or if Adobe will support ARM Windows.
