2025 Layer bounds / transform bug

Create a new canvas. New layer. Draw a rectange with the selection tool and have the sides of the rectangle extend off the canvas at the left and right side. Fill the selection with black. 

Select and delete the left half of the rectange. De-select. Now try and resize the remainder. 

It's transform box is extended way off the canvas, as if photoshop doesn't recognise that half of the rectangle was deleted.
