Actions panel issues (no scroll and keyboard shortcuts don't work)

Sorry for the trouble with the Actions panel you're seeing, I've moved your post into its own thread so we can focus specifically on what's going on for you. Most of these things you describe we haven't heard/seen so far, so we'll be starting fresh to figure out what's going on.

Are you able to export and share your list of actions with me so that I can attempt to reproduce on my end? You can email me the .atn file at petgreen at adobe dot com

Alternatively, here are some other suggestions to try in the meantime:

1. Try resetting Photoshop's preferences (Note: You may need to reimport actions after a manual reset, so ensure you have them saved!)
   • Look for the "Manually restoring your preferences" part of this document: https://helpx.adobe.com/photoshop/using/preferences.html

     If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

2. Is this actions behavior any better in Ps beta for you?
3. Do you have any plugins installed?
4. Try going through our basic troubleshooting doc and see if any resolution can be found via those steps.
