Yeah, I'm seeing this too.

I was going to write up a post, but I've been sitting on it for a while because I wanted to run a few updates/upgrades first. But so far, still no change. The ACR filter fails with "program error", and Save For Web just doesn't open at all. The other filters mentioned here I don't use and haven't tried.

Points to note:

• This started with version 25.11 and 25.12. Version 25.9 is not affected and works perfectly, so I reverted to that.
• It works initially when the application opens, then fails after a little while. Relaunching gets it back in operation.
• This happens on two desktop machines. One with Windows 10, the other initially 10 but a few days ago upgraded to 11 (no change).
• Both functions work in actions. So the code runs; it's just the interface that doesn't open.
• The GPUs are RTX 3060 and RTX 4060 Ti. Three driver updates since I noticed this; now running on the latest Studio driver 561.09. Clean install, no GeForce Experience.
• Clean, plain vanilla PS install. No plugins, no extensions, no nothing.
• Preferences completely wiped several times (the whole folder deleted). Reinstalled as many times.

Since I'm now running 25.9.1, which works, and I need to get work done, I can't show the error message, and there's probably no point in system info.  I'll post it when I get around to rerunning the 25.12 update.

Have you tried resetting preferences (they are not necessarily overwritten by an uninstall/reinstall). If you have, can you go to Help>System Info and click Copy. Then paste the info here.
