Can't save files on version 25.11 and up IF you have diacritics in your windows user name

Issue: 

• Photoshop version: 25.11 (and up)
  
• OS: win 11
  

Steps to reproduce:

1. Have a Windows account named: "Pēteris Kārkliņš" Update Photoshop to 25.11 or newer
   and you won't be able to save your work anywhere,
   except the cloud. none of the local  drives will be suitable

Expected result: save anywhere
Actual result: Error saying, that file can not be saved because of a program error

workaround: create a new Windows account without diacritics or roll back Photoshop to version 25.9.1...
