can't write new documents photoshop when closing photoshop v 25.11

when I go to close psd after doing work I get a popup that says "can't write new documents photoshop" ..I updated to 25.11 from a previous version which didnt have that popup. 

Im on Windows 11 

full system updates.

I also was looking online and one site said change your Adobe photoshop 2024 settings folder to a different name in AppData\Roaming\Adobe\Adobe Photoshop 2024..
That didnt work.
