Certain Emoji change when converting to Smart Object

I found that certain Emoji characters change completely if converted into a Smart Object in Photoshop. This is on version 25.7 and on Windows 10.
- Using the "Noto Color Emoji SVG" font, type out the Hammer and Wrench emoji 🛠️
- Conver the layer to a Smart Object.
- It will change to the Playground Slide emoji 🛝
- Double-clicking the Smart Object layer will show a notice asking to update font rendering, which reverts the character back to the correct emoji.
This seems to happen from the Hammer and Wrench emoji all the way down, and only with the SVG emoji font, specifically. Somehow, the issue goes away for some of the higher up problem emojis when I was trying to record.
