Error: Scratch disks are full, but I have MANY TERABYTES of free disk space

Why am I getting the "scratch disks are full" error message when only one of the five disks I've specified for scratch disks is full? I have more than 4TB still available according to the disks I have selected for Photoshop to use as scratch disks.

I have done Purge->All

 

I have done NOTHING ELSE on the file. I want to change the canvas size.

 

Still I get the error.

Same problem on my second workstation. 128GB ram / 7950X / 4090 / an entire 4TB SSD as scratch disk. It is not even half full, and I get the same error message.

 

Why is Adobe software so unusably horrible?

 

How can I fix this error?

Please show a screenshot of Preferences > Scratch disks.
