Filter Gallery Not Working

I have a psd file with RGB and 8 bit format, I have searched for this in the forum but no one has the same problem as me, I can press the filter gallery button but it only loads and the filter gallery window does not appear, I have tried to reinstall my application but it still does not work, what should I do?
