Generative Fill not working v25.11.

Been on call with Adobe tech support (remotely controlling my computer) for almost an hour.

Gen Fill is greyed out in Photoshop v25.11.0

"Feature is unavailable"

Running Windows 11 Home latest version.

AMD iGPU

Creative Cloud updated

Behance birth date added

All Driver's updated

Tried with GPU disabled (no luck)

Tried re-installing AND rolling back PS to older version

Tried the Beta version (this works)

Tried turning off GPU

Confirmed RGB Color

Tried VPN with US as server

Tried disabling Windows Defender

Nothing is working. Please help.
