How can I get the ps ruler tool to default to the first one?

How can I get the ps ruler tool to default to the first one?
At one time I needed to use the Ruler Tool a lot and I wanted it to be the first by default so that I could select it quickly.
After a few attempts, I find that I end up with the ‘straw tool’.
This is not very ‘scientific’.
