Images distorted/jagged when placed

When placed into a psd document, PNG or JPG images are distorted/jagged, in a way that resembles resampling and aliasing artifacts.
This happens when canvas is off-center and not fitting in the work area, or when it is centered at specific large non-rounded zoom levels.
This is reproducible 100% of the times.

 

If the canvas is centered and/or fitting the work area, placing works as expected.
If images are placed by dragging or copying from another psd document within Photoshop, placing works as expected.

 

Specs:

Photoshop version: 25.9.1 and earlier, down to 22.5.1

System: Windows 10 Pro,
Processor:Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz, 3192 Mhz, 6 Core(s), 12 Logical Processor(s)
Physical Memory (RAM): 32GB

Graphics: NVIDIA GeForce RTX 2060
It has been reproduced on Windows 10 with two other PCs with different configurations.


Steps to reproduce:
1. Find or create an image to be placed (PNG preferably), of small dimensions (like 64x64 pixels) Resolution of 72 ppi with simple geometric content (like circle) so that the distortion would be obvious.

2.  In Photoshop, make sure that in Preferences Skip Transform When Placing is ON, and Resize Image During Place and Always Create Smart Object When Placing are OFF;

3. Create a New Document larger than the image from the step 1 (the image you're placing), and make sure the Resolution is set to 72 ppi;

4. Zoom into the canvas until it's scale exceeds the work area, and pan it off center so that the placed images are not automatically placed in the center.

5. Place the image from the step 1 into the canvas, either by dragging it from the explorer, or using File>Place Embedded... from the menu.
