Issue with The Frame Tool Automatically Embedding New Layers in Photoshop

I have recently encountered an unusual issue with the Frame Tool in Photoshop. I’m working with a file that contains multiple groups and layers. At the top level, within a group I named "Intro Slide", I have three groups/folders : "2 Speakers," "3 Speakers," and "4 Speakers," each containing several layers. Within these layers are objects created using the Frame Tool.
The problem occurs when I try to insert a new layer containing an image near where these Frame Tool objects are placed on the canvas. Upon committing to the transform, the image automatically embeds itself into the top layer containing one of the Frame Tool objects, even though these layers are both locked and hidden from the canvas.
This behavior was initially difficult to diagnose because, after committing to the transform, the new layer would disappear. It wasn’t until I made each group and layer visible one at a time that I discovered the image had been embedded into one of the Frame Tool objects, explaining the "disappearing" behavior.
I would appreciate any insight or advice you could provide on how to resolve this issue.
