Mac M3 Sonoma - Unable to save as copy in Photoshop (intermittent)

Photoshop 24 (25.11.0)

This issue is intermittent. Sometimes it works, sometimes not. 

When I use the save as copy I cannot select the format in the dropbox and most of the components in the window are left align. 

This is a known issue?
