Merge Layers (Ctrl + E) it is not responding

When I go to Merge Layers (Ctrl + E) it is not responding. I have tried using a different keyboard and still run into this issue. The selection itself works (right clicking and selecting Merge Layers myself) but the key command is not responding.  Any way to fix it?

    Ctrl+E works OK here in Photoshop v27.9.1 on Windows 11.
    Check in Keyboard Shortcuts > Application Menus > Merge Layers is Ctrl+E shown as the shortcut?
    Note if you have changed the shortcut under Keyboard Shortcuts > Panel Menus > Merge Layers it will also change the shortcut for the application menu.

    • Did the issue start recently, particularly after updating to Photoshop 27.9.1?
    • Have there been any recent changes to your system, such as installing a new application, antivirus software, browser extension, plugin, or system utility?

    Based on similar reports, issues with keyboard shortcuts can sometimes be related to:

    1. Keyboard shortcut conflicts: Another application, plugin, or system utility may be intercepting Ctrl + E.
    2. Photoshop preferences: The keyboard shortcut or preference settings may need to be reset.
    3. Third-party software interference: Utilities such as screen capture tools, GPU overlays, clipboard managers, or accessibility software may intercept keyboard shortcuts.

    Please try the following troubleshooting steps and let us know how it goes:

    1. Restore the default keyboard shortcuts: Go to Edit > Keyboard Shortcuts and select Restore Defaults.
    2. Reset Photoshop preferences: Before resetting, please make sure to back up your preferences and custom settings. You can follow the steps here:
