Noise filter is missing

Hey guys, my noise filter is missing and resetting the workspace does not help either any idea how can I get it back?

In addition to what Jeff said, go to Edit menu > Menus.

Have your menus been customized and/or saved as a new menu set? If so, try going to the default set.
Scroll to the section for the Filter menu, then Noise. Has the visibility (eyeball) been turned off? If so, turn it on.
