P: Can not create layers from layer effects when one stroke effect is set to 0% transparency

To reproduce in 24.3.0: Create two stroke effects Set first stroke effect to 0% transparency Set second stroke effect to 100% transparency Try to create layers from effects using right click on Effcts below layer > Create Layers. Instead of creating layers Photoshop will throw error message: Could not complete your request because of a program error.
