P: Crash on opening with Sync Settings turned on

I've been having an issue when trying to open photoshop on my windows pc. I've gone through all of the troubleshooting steps that I could find. If anyone else has come across a similar issue that was resolved by something else other than the steps I've taken please help. I've submitted crash reports, but haven't heard back yet. This all seems to have happened after the latest update but previous versions are now also experiencing issues.

Windows 10 home 20H2 with NVIDIA GeForce GTX 1050 Ti

Troubleshooting steps taken:

Revert to previous versions of Photoshop, reset preferences, update graphics card, looked into windows media feature pack but couldn't find anything relevant to download, launched without plugins, and reset font cache.

To update Photoshop to 23.1, click "Update" in the Creative Cloud desktop app next to Photoshop. More detailed instructions for updating

First quit Photoshop. Then install the attached file (PSUserConfig.txt) in your Photoshop Settings folder:

Windows:
• [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\[Photoshop_version]\[Photoshop_version]Settings\
macOS:
• //Users/[User Name]/Library/Preferences/[Photoshop_version]Settings/

So it crashes on launch? Are you launching by just double clicking the app, or opening a file? One thing I can see from the crash log is your GPU driver is a few years old. Try updating the driver for your NVIDIA GeForce GTX 1050 Ti and restart the system.
