P: Duplicated layers get re-positioned on the canvas

I am using Photoshop CC (v 20).  As of the new update, when I attempt to duplicate a single layer or group of multiple selected layers, the duplicated layer(s) are re-positioned outside of the canvas.  I must drag them back to the correct location on the canvas.

If I attempt to duplicate multiple selected layers at once in my layers panel, Photoshop will place them at the top of the layers panel and outside of the artboard the original layers are located in.

I have no idea why, but since I updated, Photoshop CC is behaving strangely... Today I had major issues with the Move Tool, for instance, I drag a layer to the bottom of the layers palette to duplicate and all kinds of strange things happen... I suddenly have a duplicate of the layer AND a new blank layer, multiple layers are selected all at once... I thought it was the settings of my mouse but it is not that. I tried resetting all tools and it seems to be okay so far... However I am also still having issues with dragging a vertical layer straight from the vertical ruler. I just cannot drag it... but I have no problem dragging a guide from the horizontal layer... I cannot figure out why that is!

So whatever is difference between that and this bug, that from 3 years wasn't fixed at same time?

Well, I'm not sure why this issue was merged with a 3 year old thread. You are correct, the 3 year old issue was a separate bug, not at all related to the issue that occurred recently in 20.0. In any case, the bug should be fixed in 20.0.1.

So that was bug reported 3 weeks ago again, but occured 3 years ago originally.
I mean that wasn't side effect of CC 2019 release, but something from the past?

Reproduce: 
  1. Create Photoshop CC 2019 document with artboads enabled 
  2. Place graphic in artboard
  3. Duplicate artboard layer
  4. Graphic is moved to top of document
