P: Export As does not scale correctly

Steps to reproduce on Windows 10 1803

1. Create a new file with an artboard size 2000x2000 for example
2. Add 2 or 3 additional artboards
3. Add layers to each artboard
4. Scribble something on each layer and artboard
5. Use the Export As command
6. Select some or all of the artboards on the left side of the window
7. Apply 50% scale on the Image size section on the right side
8. Artboards resize to random values instead of the expected 1000x1000
9. Images inside each artboard are randomly cropped

This issue did no happen on version 20.0.1

This was fixed in 22.0 or later.

It's an Export As issue.
Even though the artboard canvas is infinite, the artboard themselves aren't. Here's a few more things I discovered:

- Scaling artboards in 100% intervals (200%, 300%, 400%...) works well and shows expected dimensions
- Other scaling values (50%, 150%, 275%) result in odd dimensions, like 2000x2000 -> 50% -> 753x660
- Issue only happens if there's empty transparent areas in the artboard
- If the artboard is completely full with pixels (like with a solid color fill layer) the issue disappears
- Pixels inside the artboard are randomly cut off when erroneous scaling is happens

 Artboard canvas is infinite so the random numbers are usually expected. Is this Export As issue or Save for web? If you could send me your test file I like to test it in house.
