P: Export as - No longer allows scaling image below 10%

Can't export images with a lower than 10% scale with the Export As feature in Photoshop v20 - Works in (v19.1.7)

If I have an image that's 4096x4096px and I go to "Export As" and change the "Image Size" to 128x128 it changes the size to 410px.

    Thanks for reporting. This issue is being investigated by engineering.

    In Photoshop CC2019 the "Export As" dialog will no longer allow scaling of an image below 10%. Any pixel value or scaling percentage entered that is less than 10% is ignored, and the value returns to 10%. Prior versions allowed resizing of assets to any size.

    Unacceptable as this would be required workflow for LODs in game production.
